February 8, 2010 HCNDA Meeting Notes

Introductions and Welcome: Mary Weaver, Chairman; in attendance were Pat Duval, City Staff Liaison, Milwaukie Police Sgt Robbie Graves, Frank Lamp representing Milwaukie Community Center, a neighbor from Linwood NDA and 4 other neighbors

Minutes: The minutes from the previous meeting were approved by consensus.

Treasurer’s Report: David Aschenbrenner sent a report that we have a healthy balance.

Police Report: Sgt. Graves reported 4 officers are on light duties, 2 are in training and 1 to be hired. He explained the monthly crime report that he distributed, and answered other questions.

Clackamas County FD #1 did not attend. Their latest newsletter is available on: and monthly in the NDA’s email at

Projects Update: no projects are currently pending

Water Bills: There was discussion, as in previous meetings, regarding how the water and sewer bills are calculated. A member of city staff had been asked to attend this meeting to explain the process, but there was no one in attendance. A letter of complaint will be sent to the Mayor and Acting City Manager for failure of city staff to attend as we requested. It was stated and it was clear that it is pointless to continue to discuss this issue without an explanation from the city Public Works Department. Action: Linda Hedges

Hector Campbell Community Fun Day: April 17th is the date the family-oriented, community-wide festival will be held on the school grounds. Cindy Kehl and Tracy Pease discussed plans, including a dunk tank for local celebrities and police and fire personnel, and they asked for our participation and support. There was some discussion about a grant request, but the PTA leadership had some questions about how to do the grant paperwork. Pat Duval will request Beth Ragel to contact Cindy Kehl about the grant paperwork. Action: Pat Duval

Parks Report: Work Party February 20th, 9-12 at Homewood Park. A neighbor asked about who maintains the park (North Clackamas Parks and also their natural resources coordinator now works on the natural areas of the park). A neighbor asked if there was a problem with people holding birthday parties or gatherings at the park. She was advised that some activities might require a permit, such as for a sound system, but neighbors are encouraged to use the park.

Public Safety Advisory Committee Report: David Hedges reported the Officer of the Year Dinner is going forward well and that the dinner will be held at the American Legion Hall on March 18th. Tickets are $15, obtainable from the Milwaukie Public Safety Foundation.

Other Information and Comments:
a) Neighbors are encouraged to re-register for the city’s Code Red system if they have changed their phone number or cell phone carrier. Go to the front page of the city’s website.
b) Upcoming Portland-Milwaukie light rail Project Open Houses:

Feb. 25, 4:30-7:30pm, Milwaukie HS Commons, 11300 SE 23rd Ave., Milwaukie
c) Milwaukie Emergency Preparedness Network (for those interested in preparing for disaster/emergencies) February 18, 7:00pm at City Hall
d) Changes to parking codes within the city posted on City’s website, including changes to the requirement to have covered parking. The requirement is still there to provide parking for two cars, but it no longer will need to be covered.
e) Trolley Trail plans are ready for review. or
