Ryan Burdick and Officers John Redenbo and John Truong, Clackamas County fire personnel and Metro Native Plant Gardener Nicole West to enjoy a mild summer evening at Homewood Park.  &lt;br /&gt;&lt;br /&gt;Hot dogs, potato salad, chips and watermelon were followed by a delicious frozen yogurt treat courtesy of Nick Loomis of YoCream Frozen Yogurt www.yocreamfrozenyogurt.com.   &lt;br /&gt;&lt;br /&gt;While the kids raced around screaming, laughing and hanging off the playground equipment, neighbors got to know each other accompanied by sultry jazz provided via CD by Lars Campbell (a Hector Campbell neighbor) of the Portland Jazz Orchestra. &lt;br /&gt;&lt;br /&gt;Ten great raffle prizes were awarded: Papa Murphy’s $10 gift certificates to Lyndon Werner, Sherry Allen, Rebekah Phillips and Lars Campbell, Terri Lewis and Susan Lee; $25 Jasmine Nails gift certificate to Sharon Hayes; DVP Photography Child’s Portrait Package to Jill Stewart; DVP Photography Family Portrait Package to Rich and Donna Hiebert; Movie Night Gift Basket to Debbie Grant; and Picnic Gift basket to Ada Gonzalez.  Former HCNDA Chair David Aschenbrenner finally received the birdhouse awarded to him when he stepped down as Chair two years ago.  The birdhouse will provide shelter for chickadees and nuthatches in the tall trees of the park. &lt;br /&gt;&lt;br /&gt;The Metro Native Plant Mobile Display Garden was available and neighbors’ questions were answered by Nicole West, Natural Gardening and Toxics Reduction Educator, Sustainability Center, Metro. There were free native plants for neighbors to take home for their own gardens. &lt;br /&gt;&lt;br /&gt;The NDA Leadership Team would like to thank all the neighbors who attended, and especially would like to thank Sarah Smith, Parks Coordinator and Linda Hedges, Secretary, who organized the picnic, Mary Weaver (HCNDA Chair and Meeter and Greeter), David Hedges (Chief Hot Dog chef); They have also recently hired two new records clerks, Lisa Van Atta and Jerella Sorenson.  He responded to a question about a white van seen driving around with “Volunteer Communications” on its side. It is one of the ham operators in the area. He further went on to describe the ham operator relationship in assisting police during an emergency. A neighbor asked if there is an emergency notification system for the deaf, like Code Red, and the answer was that there is not, although Code Red does have the ability to register both a landline and cell phone numbers, so the message could go to both home and to her cell phone.&lt;br /&gt;&lt;br /&gt;Dr. Andrew Axer, the Facility Administrator for the Johnson Creek Secure Treatment Facility on Balfour Street, had come to advise of an incident that occurred two weeks ago at the facility where a client had attempted to get over the fence, but thanks to their security system had been caught before escaping. Because Dr. Axer felt that there had been no escape and was more concerned over the client’s treatment, he had failed to notify the police as he should have. Chief Jordan explained why he felt this had been a breach of the agreement with the city, and Dr. Axer explained in detail what had happened, and further that later that day the PSRB had been notified, and further review by them resulted in revocation of that client’s stay at the treatment facility and his return to the State mental Hospital.  Dr. Axer apologized and promised that this sort of breach would not happen again.&lt;br /&gt;&lt;br /&gt;A neighbor thanked Dr. Axer for his openness and willingness to accept responsibility and to apologize for the breach and his undertaking to assure no further such errors.&lt;br /&gt;&lt;br /&gt;Minutes:  The minutes from the previous meeting were approved by consensus. &lt;br /&gt;&lt;br /&gt;Treasurer’s Report:  David Aschenbrenner reported that officers have signed the necessary forms at Key Bank, and that the city has transferred all of our outstanding funds into our account there.  There is a checking account and a savings account, and most of the money will be in the savings account.  Mr Aschenbrenner has on-line statement access and will track the account in that way.  There is about &lt;br /&gt;$22k in our two accounts, much of which has been saved for a pathway project. Linda Hedges is to call Key Bank about getting the debit cards. Action: Linda Hedges&lt;br /&gt;&lt;br /&gt;City Budget: David Aschenbrenner reported that City Council approved the proposed 2010-11 budget this week. The current negotiations with the employee unions and sewer rate negotiations with Clackamas County may still impact the budget. &lt;br /&gt;&lt;br /&gt;Light Rail monthly meetings have been moved to the Public Safety Building. The meetings are the third Monday of the month at 6pm. Design details are being discussed currently, such as what the fencing, lights and plantings will look like. Tri-Met’s proposal is still with the Federal Government for approval, and should be approved by Fall.&lt;br /&gt;&lt;br /&gt;Clackamas County FD #1  Their latest newsletter is available on: http://www.clackamasfire.com/documents/communitynewsletters/ and monthly in the NDA’s email at info@hectorcampbellnda.org. &lt;br /&gt; &lt;br /&gt;Projects Update:  no projects are currently pending&lt;br /&gt;&lt;br /&gt;New Officer Position:  David Aschenbrenner made a motion and Pat Rolleson seconded that we create a new officer’s position of Parks Coordinator.  The motion passed unanimously.  David Aschenbrenner nominated Sarah Smith and Linda Hedges seconded the vote. The motion passed unanimously.&lt;br /&gt;&lt;br /&gt;Parks Report: Sarah Smith asked Linda Hedges whether anyone had responded to her report of vandalism in the park.  Police Chief Jordan had replied, and said his officers would be by there as often as possible, and that he himself walks through the park daily.  There has been no response by Community Services, but it was determined that North Clackamas Parks actually manages the park, and the vandalism should have been reported to them.  Sarah said that she would get a quote on finding a way to reinforce the trail markers against further damage.  Action: Sarah Smith&lt;br /&gt; &lt;br /&gt;Grant Requests:  No new requests at this time.  The new grant request form has been distributed around the NDAs for their adaptation to their own use.  The new form will be put on our website by Sarah.                     Action: Sarah Smith &lt;br /&gt;&lt;br /&gt;Public Safety Advisory Committee Report:  Mary Weaver and David Hedges mentioned that there is a larger pot of money available this year for the Traffic safety Program, due to increased gas tax rebates. Our concerns over the Home Avenue pathway and Monroe Bike Boulevard traffic issues will be raised with PSAC.  A question was raised about how high the foliage planted in the Washington Street traffic dividers should be allowed to grow, as it could block the sightline of drivers and create a hazard for pedestrians or pets.  This will also be raised at the next PSAC meeting.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;August Meeting and Neighborhood Picnic:&lt;/strong&gt; &lt;strong&gt; In place of our usual August meeting we are planning a picnic at Homewood Park on Monday August 9th.&lt;/strong&gt; Chief Jordan reported that fingerprint kits, made available by the FBI, will be available at the park, and officers will take children’s fingerprints that night. Parents can then take the kit home to keep “in case”.  Postcards will be mailed out the last week of July to remind neighbors of the picnic, with an RSVP requested. Those who RSVP will be entered into a drawing for raffle prizes. The cost of printing the postcards was only $119.  It was decided not to order a porta-potty as most people live close enough they can go home if necessary.  &lt;br /&gt;Actions: Linda Hedges, David Aschenbrenner, Sarah Smith&lt;br /&gt;&lt;br /&gt;Information:&lt;br /&gt;a) CERT (Citizens Emergency Response Team) training will be held at the Beavercreek Fire Station on September 11th The cost is $25 which includes the training manual which needs to be paid and manual read prior to training. Contact Linda Hedges 503-343-0022.&lt;br /&gt;&lt;br /&gt;b) The Farmers Market continues on Sundays 9:30-2pm each week.&lt;br /&gt;&lt;br /&gt;c) Citizens Police Academy scheduled to begin in September. A commitment to one night a week for 13 weeks is required, along with approval by the Chief. Apply at the Police Department.&lt;br /&gt;&lt;br /&gt;d) Logo discussion – there was some discussion over whether or not to keep the logo, which some dislike.  Lars Campbell mentioned his wife is a graphic designer, and he was asked if she might spend a little time considering what could be done with the logo.&lt;br /&gt;&lt;br /&gt;e) Signs will be made for the Milwaukie Daze Parade. These signs will not include the logo, so they can be used for a longer period of time.&lt;br /&gt;&lt;br /&gt;f) FINANCE STAFF WILL BE AVAILABLE WEDNESDAY JULY 14th TO DISCUSS WATER BILLS. When the hydrants are opened the water clears sediment and dislodges small amounts of corrosive material from the pipes, so water customers in the flushing areas may see some discoloration in their water during testing.&lt;br /&gt;Customers seeing discolored water are advised to run the cold water tap until the water runs clear. The water is safe to drink once it is clear. Customers are further advised to avoid washing clothes or running hot water until the cold water is clear.&lt;br /&gt;If there is a need to contact the City regarding this matter, please call 503-786-7600.&lt;br /&gt;The City of Milwaukie appreciates its residents' patience and understanding during testing.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;McLoughlin Blvd. Water Main Break:&lt;/strong&gt; Published on the cities website: Thursday, July 08, 2010, 8:18 AM Updated: Thursday, July 08, 2010, 8:44 AM Repairs on a water main that broke Wednesday afternoon along McLoughlin Boulevard/OR-99E continue this morning, shutting the thoroughfare's northbound lanes.Those lanes are expected to remain closed through today and southbound left lane also closed as city workers repair damage.&lt;br /&gt;There was no immediate estimate on when the road will reopen. Burdick distributed the crime stats for May. Most of the 33 calls were for thefts, except for 3 robberies, two at Bank of the West (two suspects arrested) and a robbery theft of beer from the little corner store at 42nd and Monroe. &lt;br /&gt;&lt;br /&gt;Energy Trust of Oregon:&lt;br /&gt;Donald Shaw, Lead Energy Advisor for the Conservation Services Group of Energy Trust of Oregon, described how the nonprofit organization (paid for by small fees charged to ratepayers of NW Natural Gas, PGE, Pacific Power and Cascade Gas) will assist householders by performing a 45 minute to one hour long energy audit in your home. They will assess insulation, windows, appliances, and heating and cooling systems and advise how changes or updates can save energy. They will replace standard lightbulbs with energy efficient ones, and provide aerators for faucets and showerheads. They have cash incentives for replacement of some houseshold appliances and windows with specific energy efficient ones. They will also haul away old freezers and refrigerators and pay you $30. He reported that he has not heard anything more from the city about the new grant funding process, but expects that all the available money will be placed into our account as of July 1st, with an annual report due to the city on how the money is spent. Linda Hedges has prepared a new grant application form and this form has been distributed to the other NDAs as well.&lt;br /&gt;&lt;br /&gt;City Budget: David Aschenbrenner reported that City Council will consider the proposed 2010-11 budget this week. Departmental budgets were cut 5% this year. The negotiations with the employee unions and sewer rate negotiations with Clackamas County may still impact the budget. &lt;br /&gt;&lt;br /&gt;Light Rail monthly meetings have been moved to the Public Safety Building. The panhandler ordinance is also believed to be unenforceable and other laws already available will be used to deal with nuisances. The Walk to Support the K9 fund will be held just prior to the Milwaukie Daze Parade on July 24th.&lt;br /&gt;&lt;br /&gt;Light Rail: Monthly meetings are held every 3rd Monday at the PSB at 6:00. Updates on the project are presented. Currently the 30% engineering plans have gone to the Federal government for approval. Expected approval in July when final engineering can begin. The Tacoma Park and Ride design group meeting will be held the 23rd of July at 7pm at Friends of Johnson Creek on  Milport.  The Citizens Advisory Committee meets monthly, next meeting Thursday the 17th, and this month will discuss issues relating to disabilities and handicapped access.&lt;br /&gt;&lt;br /&gt;August Meeting and Neighborhood Picnic:  In place of our usual August meeting we are planning a picnic at Homewood Park on Monday August 9th. A postcard will be mailed to all neighbors in mid-July to advertise it. A raffle is planned, and bbq hot dogs will be served. Depending on volunteer efforts, there may also be games for the children. Actions: Linda Hedges, David Aschenbrenner, Sarah Smith&lt;br /&gt;&lt;br /&gt;High Speed Rail: A proposal by ODOT for high speed passenger rail from Eugene to Vancouver WA has raised considerable comment by affected communities. A meeting will be held Thursday the 17th at Milwaukie HS 4:30-6:30 to present ideas and allow conversations with staff members.  Those ideas will affect Milwaukie in different ways.  ODOT also has a survey about high-speed rail which you can complete on the ODOT website, along with a map of 2 of the routes proposed at this point.&lt;br /&gt;Environmental Hazard at 37th and Monroe: Mary Weaver has been investigating the status of the contamination and remediation of the property. Years-old contamination has been remediated at least in part. City Water crews test city well number 7 at least twice yearly to assure no chemicals have leaked into this adjacent well.  Ms. Weaver expressed concern over the possible seepage of chemicals into groundwater which could migrate into other areas. She will investigate this matter further and report back at a later date. We want to be prepared to appropriately comment when proposals for development of that area come up in the future.   Action: Mary Weaver&lt;br /&gt;&lt;br /&gt;Code Red on Brown Water Event:  A Code Red message was received by many neighbors this past week, advising of possible brown water caused by flushing of city pipes on Thursday and Friday. Apparently Blount Industries dumped a large amount of water into the city water system, effectively flushing the pipes. This created a situation where other pipes had to be flushed, with resulting brown water. Water was safe to drink, but neighbors were advised not to wash clothes in it and to let water run until it became clear. Suggestion was made that when a Code Red message is issued, that the entire text of the message should also be posted prominently on the city’s website for a period of time so details can be checked by recipients. He reported that the city has proposed a new grant funding process. If Council approves the plan, on July 1 all the money in the NDA’s account will be transferred to their NDA bank account. Debit cards and checks will be issued for two designated leaders of the NDA. The NDAs will be able to spend funds within four categories that include &lt;br /&gt;• Neighborhood Organizing/Organizational Development: Activities, services and materials that generate new neighborhood membership, grow the organization to educate neighborhood leadership toward the organization’s development and continued operation.&lt;br /&gt;&lt;br /&gt;• Neighborhood Physical Improvements: Materials and services to be used toward playgrounds, minor park improvements, community gardens and other facilities, neighborhood markers, identity signs, banners, trash cans, benches etc.&lt;br /&gt;&lt;br /&gt;• Neighborhood Preservation: Materials and services that sustain or enhance the health, public safety and welfare of the neighborhood such as crime watch, traffic management, or home weatherization programs; or contribute positively to the neighborhood aesthetic quality such as design guideline development, community property maintenance programs or beatification programs. &lt;br /&gt;&lt;br /&gt;• Neighborhood Cultural, Social and Recreational Initiatives: Materials and services that promote diversity, family literacy programs, neighborhood computer labs, after school enrichment programs, youth athletic leagues, career preparation, services for the needy, disabled or elderly and cultural activities such as music, dance, or art programs.&lt;br /&gt;&lt;br /&gt;City staff will be able to view bank statements on an enquiry basis, and an annual report will be prepared by the NDA for the city in June that reports on how money was spent in relation to the four categories, and what plans are made for the use of any leftover grant money. The bank will be able to set a trigger for a given amount that will alert city staff so that no large purchases can be made without immediate attention raised to it. This plan will be operated for one year. It is anticipated it could save from $15,000 to $20,000 in staff time for the administration of the grant program.&lt;br /&gt;&lt;br /&gt;Because of this change in the method of funding, the NDA will alter its current grant application form. Action: Linda Hedges to draft and circulate to leadership&lt;br /&gt;&lt;br /&gt;Light Rail monthly meetings have been moved to the Public Safety Building.&lt;br /&gt;&lt;br /&gt;The NDA sent the Planning Commission comments on the proposed new residential parking regulations. Planning Commission was very appreciative that we took the time to do so. Some of our suggestions were included. Read about the new parking regulations on the city’s website under Planning.&lt;br /&gt;&lt;br /&gt;Mr. Aschenbrenner, chair of the City’s Budget Committee, reported that the first Budget Committee meeting will be May 18th. The interim Finance Director directed city staff to prepare budget proposals with 5% or 10% reductions. There are cost savings efforts underway, but because the city has operated on a lean budget the past 2 or 3 years already, there aren’t many ways to cut the budgets.&lt;br /&gt;&lt;br /&gt;Police Report: Chief Jordan distributed the monthly statistical crime report for April. He reported that he had attended a monthly meeting at the Johnson Creek Secure Treatment Facility, during which they reported a number of incidents such as residents not taking their medications properly, the discovery of a door code reported by a resident to staff, and an unsecured door. Staff at the facility are taking residents out on planned neighborhood excursions. The police are at the facility on a very regular basis.&lt;br /&gt;&lt;br /&gt;Chief Jordan reported that he will be on bike patrol during the 5K run to benefit Milwaukie Daze, on May 22nd.  Bob’s Red Mill is sponsoring a pancake feed on the same day.&lt;br /&gt;&lt;br /&gt;There was a bank robbery this morning at Bank of the West. A female suspect indicated she had a gun but did not show one. No one was hurt and the investigation is on-going by local police and a joint FBI-police task force.&lt;br /&gt;&lt;br /&gt;There is still space available to join the upcoming Citizens Police Academy. Contact the police department if interested. Must be at least18 years of age, be able to attend 13 – one night a week sessions this fall, pass a background check, the chief’s approval and sign a liability waiver.&lt;br /&gt;&lt;br /&gt;The Chief said the department is still looking to appoint one more officer; they are currently performing background checks on applicants previously interviewed.&lt;br /&gt;Clackamas County FD #1  did not attend. Ms. Weaver mentioned that within their newsletter they indicated 80 medical aid calls to Hector Campbell neighborhood during April and 4 fires. They gave a fire safety talk at Hector Campbell school. The Fire District obtained additional carbon monoxide detector machines for firefighting staff. (Carbon monoxide poisoning is a big danger to fire crews.)&lt;br /&gt;&lt;br /&gt;Projects Update:  no projects are currently pending&lt;br /&gt;&lt;br /&gt;Parks Report: Sarah Smith had nothing to report at this time. She noted that Linda Hedges had emailed police and parks personnel regarding vandalism in the park, broken trail path railings and teenagers misbehaving in the park. Chief Jordan was requested to ask his officers for more frequent park inspections, especially in the afternoon after school and about sundown.&lt;br /&gt;&lt;br /&gt;Grant Requests:  No new requests at this time.&lt;br /&gt;&lt;br /&gt;Public Safety Advisory Committee Report: Mary Weaver and David Hedges reported that they are currently looking at transportation issues around the city.  There will be a 5K run for the K-9 fund prior to the Milwaukie Daze parade. Information will be available soon.&lt;br /&gt;&lt;br /&gt;Elections:  Darlene Albertson made a motion to re-elect the current slate of officers, and Pat Rollison seconded the motion. The motion carried unanimously.  Chair Mary Weaver, Treasurer David Aschenbrenner and Secretary Linda Hedges were re-elected for another one year term.&lt;br /&gt;&lt;br /&gt;David Aschenbrenner moved and Linda Hedges seconded that Mary Weaver should serve an additional two-year term as PSAC (Public Safety Advisory Committee) representative. The motion carried unanimously.&lt;br /&gt;&lt;br /&gt;The Mayor attended the meeting. He wanted neighbors to know that he and the Acting city Manager are working with consultant Greg Proffman to provide great candidates for the City Manager position. They hope to hire a new manager within the next 90 days. A thorough vetting and review process will be in place. Community input has been sought regarding qualifications and attributes consistent with finding a good replacement manager. Neighbors suggested that someone with outstanding communication skills was essential, along with consensus building, sufficient experience within a growing and diverse environment, and a broad set of skills and knowledge were important.&lt;br /&gt;&lt;br /&gt;Both the Mayor and Chief of Police were thanked for their appearance at the dunk tank for the Hector Campbell Family Fun Days. They were advised that now the Fun Fair organizers know where the hot water tank is so the water in the dunk tank will be less frigid next year. Reports indicate the dunk tank was extremely popular.&lt;br /&gt;&lt;br /&gt;Information:&lt;br /&gt;a)  First Friday event on May 7th was very successful. Next one will be June 4th. The Mayor mentioned thanks were in order to Alicia Hamilton and city business owners for making this new event a big success.&lt;br /&gt;&lt;br /&gt;b) The Library Plant sale at the Pond House on Saturday the 8th was very successful.&lt;br /&gt;&lt;br /&gt;c) The Multnomah county Fair will be at Oaks Park Amusement Park on Memorial Day weekend.&lt;br /&gt;&lt;br /&gt;d) Comments are being sought on City manager qualifications. A consultant has been hired to headhunt for the position; the consultant has been meeting with local leaders in regard to manager qualifications. &lt;br /&gt;&lt;br /&gt;e) Councilor Chaimov has written a thoughtful letter to the editor of the Clackamas Review relating to the conflict between county commissioners and city council over the sewer issue.&lt;br /&gt;&lt;br /&gt;f) CERT (Citizens Emergency Response Team) training will be held at the Beavercreek Fire Station on June 12th. Applications are available at City Hall. The cost is $25 which includes the training manual.  Linda Hedges will be working to assemble one or more CERT teams within the city. The check for the Milwaukie Museum has not yet been written as he is waiting for the city’s check first.&lt;br /&gt;&lt;br /&gt;Police Report: Chief Jordan distributed the monthly statistical crime report for March. He reported that the Prescription turn-in event on Saturday, April 10th was very successful. A total of 62 cars turned in 58 pounds of prescription drugs and sharps materials. A document shredding day is being planned for the near future. The department currently has 6 officers off for various reasons, and he is in the process of hiring one or two new officers. In response to a neighbor’s query about vehicular noise, he responded that the city already has an ordinance regarding noise, and some vehicle noise may also violate the vehicle code. He suggested that information should be provided to the department about the vehicle in question so that a conversation could be held with the driver. &lt;br /&gt;Clackamas County FD #1  did not attend. The celebration is June 4th from 4-6pm and neighbors are encouraged to attend.&lt;br /&gt;&lt;br /&gt;b) Sellwood Boys and Girls Club  After determining that the Sellwood-Moreland Boys and Girls club does serve children from our neighborhood, a motion was made by Darlene Albertson, seconded by David Hedges, to grant $500 to help resupply their games materials. The motion passed unanimously. &lt;br /&gt;&lt;br /&gt;Parks Report:  Sarah Smith was unable to attend.&lt;br /&gt;&lt;br /&gt;Public Safety Advisory Committee Report: David Hedges reported that the Officer of the Year Dinner dinner hosted about 70 people. The event went very well, and PSAC and the Milwaukie Public Safety Foundation look forward to continuing their partnership on this project with American Legion Post 180.&lt;br /&gt;&lt;br /&gt;The Prescription Turn-In Day was already reported on by Chief Jordan. &lt;br /&gt;&lt;br /&gt;Other Information and Comments:&lt;br /&gt;a) Community Garden plots are available. Contact Diimitri Begeor, Garden Manager, 503-342-6330.&lt;br /&gt;b) Panhandling ordinance – neighbors agreed that the city should pursue an ordinance prohibiting panhandling. Query made regarding how it would apply on a state highway (224).&lt;br /&gt;c) Kellogg wastewater Treatment Center development plans – can be viewed on the city’s website. Comments are welcomed.&lt;br /&gt;d) New Parking regulations – discussion about how changes might impact parking spaces and maintaining front garden spaces. Review of regulation changes to be made and query regarding whether review by planning department of plans to change a household’s parking spaces should be required. Action: Linda Hedges&lt;br /&gt;e) Rooster Prohibition Ordinance – after several jokes, suggestion was made to invite the Code Compliance Officer to a future meeting to answer questions on this and other subjects. General consensus seemed to be that most people were not bothered by this subject; it is not a problem in our neighborhood.&lt;br /&gt;f) Citizen’s Police Academy scheduled for this fall. Requires one night a week for 13 weeks commitment of time, but is very worthwhile attending. Contact Police Department if interested.&lt;br /&gt;g) Mr. Aschenbrenner (Chair, City Budget Committee) described the City’s Budget process. This year the Interim Finance Director (Andy Parks) has asked department heads to submit budgets based on 5% and a 10% budget reduction. Mr. Parks and Pat Duval, Interim City Manager, will be meeting with department heads this week to go over the budgets.  The Budget must be finalized and approved by the end of May. The biggest problems will be with those departments (library, police, planning, administration) that rely almost solely on general funds for their revenue. Roads and Public Works obtain some of their income from taxes levied specifically for road and utilities work and will be less impacted by current tax problems. &lt;br /&gt;h) Query by neighbor relating to whether or not ODOT has begun to survey Railroad Avenue in preparation for road repairs. This has not yet begun. Neither has the survey of speeds on Railroad Avenue begun.&lt;br /&gt;i) Discussion over future plan for walking path or sidewalk on two blocks of Home Avenue from Hunter Court to Wilma Court (the hill). NDA has some money set aside for matching funds, and there are other sources of money that may help to build this path. The City Planning Department has asked NDA to investigate plan for the entire stretch of road between Railroad Avenue and King Road before any paths or sidewalks are discussed. &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Next Meeting will be 7pm on May 10, 2010. By the end of March, check at www.milwaukie.org/.    &lt;br /&gt; &lt;br /&gt;There are about 6600 residential customers in the city, split so that half have their meters read one month and the other half the next. Meters are read digitally by a meter reader using a hand-held computer, and the data is downloaded to the water department's software program, which calculates each bill. The water meter measures water coming into the house, to outside spigots and any irrigation system.&lt;br /&gt;&lt;br /&gt;One cubic foot is equal to 7.48 gallons of water. 100 cubic feet (748 gallons) of water equals one unit. On the water bill, the number listed (for example, with an average of 8 units) would represent about 5,984 gallons of water.&lt;br /&gt;Water is charged at a base rate of $7.61 + $1.73 times the number of units of water consumed. Water rates increase 2.46% effective July 2010.  Water base rate will be $7.80 + $1.77 times units of water consumed.&lt;br /&gt;Example: If 9 units of water are consumed, then the calculation would be (7.61)+(1.73)(9)= $23.18 for water.&lt;br /&gt;&lt;br /&gt;The sewer charge is based on an average of the water bill during four previous winter months. This is a commonly used method throughout the U.S. Metering sewer output would be difficult and expensive for residential sites. Commercial and industrial sites do not use a winter average due to the huge amounts of output and are based on actual usage.&lt;br /&gt;The sewer rates are calculated using a base fee of $18.94 + $2.68 times the winter average.  Sewer rates will increase March 2010; so the base fee will be $20.07 + $2.84  times the winter average. &lt;br /&gt;For example: If the winter average is 7 (regardless of actual water usage), then the calculation would be (18.94)+(2.68)(7) = $37.70 for sewer.&lt;br /&gt;&lt;br /&gt;The storm water fee on the bill is a fixed charge.$9.90/month, so (9.90)(2 months)= $19.80 per bill.&lt;br /&gt;&lt;br /&gt;There is also a city street maintenance fee on the water bill that is charged because of the levy passed two years ago. $3.35/month, so (3.35)(2 months) = $6.70 per bill.&lt;br /&gt;&lt;br /&gt;A neighbor suggested that the city's water calculation and billing information site should be referenced on the water bill. Mike Burdick, Frank Lamp representing Milwaukie Community Center, Claudia Steinburg from Tri-Met, Stephanie Ostlund from Milwaukie Festival Daze, Paul Shirey from Milwaukie Public Works, a neighbor from Linwood NDA and 8 other neighbors&lt;br /&gt;&lt;br /&gt;Minutes:  The minutes from the previous meeting were approved by consensus. &lt;br /&gt;&lt;br /&gt;Treasurer’s Report:  David Aschenbrenner stated the balance is quite healthy. Checks have been written for three recent grants totaling $1400.&lt;br /&gt;&lt;br /&gt;Police Report: Sgt.Ryan Burdick distributed the crime stats report for February, which showed very little activity in our area. He explained the difference between burglary and larceny. BTW, Sgt. Burdick was voted by his peers to be the Police Officer of the Year this year.&lt;br /&gt;&lt;br /&gt;Chief Jordan spoke briefly about an on-going investigation into allegations of domestic violence by one of Milwaukie’s officers.&lt;br /&gt;&lt;br /&gt;He also stated that the Johnson Creek residential treatment facility has reached its capacity of 8 inhabitants.  Residents have begun walking outside with an escort in 2 or 3 person groups. They are earning the right by their behavior to be able to take outside walks. He will be notified by the Oregon State Hospital about each incoming resident, their crimes and the department will be fully prepared to deal with any situations that might arise. The police department has a key to the facility and frequently visits the facility.&lt;br /&gt;&lt;br /&gt;A neighbor asked what to do if someone stops your vehicle and claims to be a police officer but you suspect that they aren’t. He said real officers will always display appropriate identification, Milwaukie police vehicles usually have identification on them (except for the unmarked ones), and that if you have a concern you can state to the officer you are going to call 911 to verify that they are legitimate.  You should respond to a police vehicle trying to pull you over and if possible try to park in a well-lit area. The officer will have already radioed your vehicle license plate number in so if you call 911 to verify, the dispatch office will be able to do so.&lt;br /&gt;&lt;br /&gt;Clackamas County FD #1  did not attend. Val said they have been collaborating with the theater group New Century Players to process donations. There is going to be a comic book cover design contest at the high school. David Aschenbrenner requested that we provide grant money to assist with the cost. Linda Hedges moved and Wally Bischoff seconded to award $1000 to this organization  The motion passed unanimously.&lt;br /&gt;&lt;br /&gt;Sellwood Boys and Girls Club A neighbor enquired as to how many Milwaukie children are served by the club. We did not know the numbers, but will check. – the grant request was tabled until the next meeting. Comments and questions should be emailed to Mary Weaver or Linda Hedges. [NOTE: There are 161 kids from Milwaukie currently enrolled in the Sellwood Boys and Girl's Club along with kids from Portland.  There are some from Hector Campbell, but we don't know how many.  More are from Ardenwald and Lewelling and they receive transportation to the club after school. The Club needs money for games and equipment.  Parents pay a small fee per year. &lt;br /&gt;&lt;br /&gt;Hector Campbell Family Fun Day (PTA) – family emergencies prevented both presenters to be unable to attend, but the grant request was withdrawn, and neighbors were just encouraged to attend on April 17th, 11am-4pm.&lt;br /&gt;&lt;br /&gt;Milwaukie Festival Daze   Stephanie Ostlund reported that they have 501(c (3)) status through the assistance of Celebrate Milwaukie Inc. (CMI)  so any private donations will be tax deductible. The site of the festival will be concentrated on the waterfront this year. They hope to have fireworks, rides, music acts and the parade will hopefully be bigger than last year. NDAs are encouraged to make floats for the parade. Stephanie requested we help monetarily in any way that we can   [ NOTE: The grant request has been withdrawn for the time being, as the event coordinator hired by CMI to fundraise and coordinate Milwaukie Daze has responsibility for raising sufficient funding through sponsorship and event revenues. Graves reported 4 officers are on light duties, 2 are in training and 1 to be hired. He explained the monthly crime report that he distributed, and answered other questions.&lt;br /&gt;&lt;br /&gt;Clackamas County FD #1  did not attend. A member of city staff had been asked to attend this meeting to explain the process, but there was no one in attendance. A letter of complaint will be sent to the Mayor and Acting City Manager for failure of city staff to attend as we requested. It was stated and it was clear that it is pointless to continue to discuss this issue without an explanation from the city Public Works Department.     Action: Linda Hedges&lt;br /&gt;&lt;br /&gt;Hector Campbell Community Fun Day:  April 17th is the date the family-oriented, community-wide festival will be held on the school grounds. Cindy Kehl and Tracy Pease discussed plans, including a dunk tank for local celebrities and police and fire personnel, and they asked for our participation and support. There was some discussion about a grant request, but the PTA leadership had some questions about how to do the grant paperwork. Pat Duval will request Beth Ragel to contact Cindy Kehl about the grant paperwork.  Action: Pat Duval&lt;br /&gt;&lt;br /&gt;Parks Report:  Work Party February 20th, 9-12 at Homewood Park. A neighbor asked about who maintains the park (North Clackamas Parks and also their natural resources coordinator now works on the natural areas of the park). A neighbor asked if there was a problem with people holding birthday parties or gatherings at the park. She was advised that some activities might require a permit, such as for a sound system, but neighbors are encouraged to use the park.&lt;br /&gt;&lt;br /&gt;Public Safety Advisory Committee Report: David Hedges reported the Officer of the Year Dinner is going forward well and that the dinner will be held at the American Legion Hall on March 18th. He wanted us to know that the officers involved made a good and thorough investigation which allowed the father of the child to be convicted. They were also able to find him when he chose to flee. The father was sentenced to 700 months in prison.  In response to a neighbor’s question, he advised that professionals such as teachers, nurses, doctors and police officers are required to report suspected child abuse of any kind, but that it is not always easy to see the signs.  He also advised that on February 8th at 7pm there will be a safety training presentation for parents of middle and high school age students. This training will cover child predators, cyber-security and child psychology. The Chief has expertise himself in child predator cases and will be one of the presenters. The Chief announced that they will be promoting a new patrol sergeant from within, and hiring both a patrol officer and records specialist. He advised that the Officer of the Year, Reserve Officer of the Year and Cadet of the Year Awards dinner will be March 18th, and sponsored by the Public Safety Advisory Committee and this year, the American Legion Milwaukie Post. &lt;br /&gt;Clackamas County FD #1  did not attend. Contact  census2010partnership@comcast.net for more information.&lt;br /&gt;&lt;br /&gt;USS Ranger Support: A veterans organization is trying to bring the USS Ranger to the Portland area to be used as a monument/museum.  A letter in support of this project was sent from HCNDA.  &lt;br /&gt;&lt;br /&gt;City Snow Plan:  The City has posted on its front page of its website the routes that snowplows will cover during a snow event. The Milwaukie Center, especially Meals on Wheels, has advised that they are able to assist seniors who call them for assistance during a severe snow event. &lt;br /&gt;&lt;br /&gt;Linda Hedges is researching other emergency preparedness resources available within the city and county and will report later on her findings.&lt;br /&gt;&lt;br /&gt;Water Bills:  A neighbor from Linwood NDA advised that she does not agree with the way the water and sewer bills are calculated, and seeks better information and transparency in the process. Mr. Aschenbrenner advised that members of city staff are working to put together a brochure that explains how the city’s water and sewer bills are calculated, but it is not yet ready.  &lt;br /&gt;&lt;br /&gt;There was some discussion about the current sewer negotiations. Mayor Ferguson spoke about the on-going discussions with the County and advised that on the City’s website there is more information available. &lt;br /&gt;&lt;br /&gt;Grant Requests:&lt;br /&gt;Milwaukie HS Senior Grad Party 2010  Milwaukie Daze:    It was moved by David Hedges and seconded by David Aschenbrenner to grant $500 to the 2010 Senior Graduation Party. The motion passed unanimously.&lt;br /&gt;Milwaukie Center 30th Anniversary Celebration:  it was moved by Linda Hedges and seconded by Darlene Albertson to allocate $400 to this event. The motion passed unanimously.&lt;br /&gt;Officer of the Year Award Dinner:  It was agreed by consensus to bypass the normal requirement to present the grant request and vote the following month due to a short planning timeframe. it was moved by David Aschenbrenner and seconded by Darlene Albertson to award $500 to this event.  The motion passed unanimously.&lt;br /&gt;Parks Report:  Sarah Smith reported that she is now working with the North Clackamas Parks District Natural Resources Coordinator. They will do invasive species removal in the natural sections of Homewood Park. The City continues to maintain the playground area. There will be a work party on January 23rd.&lt;br /&gt;Public Safety Advisory Committee Report: David Hedges reported that planning is well in hand over the Officer of the Year Dinner, and that the American Legion is cosponsoring the event this year. He hopes to be able to raise sufficient money to allow all police officers to attend the dinner for free. The dinner will be held at the American Legion Hall on March 18th.&lt;br /&gt;&lt;br /&gt;Other Information and Comments:&lt;br /&gt;a)  There will be a presentation on January 30th at 9:30am – 11:30am at the PSB on Sex offenders&lt;br /&gt;b) Minthorn Wetlands work session on January 17th 9am, 37th Avenue location. North Clackamas Parks Natural Resources coordinator will now assist in maintenance of this property.&lt;br /&gt;c) The US Census is hiring for field jobs. Contact census2010partnership@comcast.net.&lt;br /&gt;d) The US Post Office advises in response to a neighbor’s query about late delivery of the US Post that there is no time allocated to when post is picked up or delivered to home addresses. Thus, there is little that can be done about deliveries made late in the day or early evening.&lt;br /&gt;e) Following up on a query by parents at Hector Campbell elementary school, neighbors in the vicinity of 46th and Franklin, Adams and Washington do not feel there is a need to request stop or yield signs on those streets, but that a reminder in the school’s newsletter that parents should drive slowly in the area would be a better idea.&lt;br /&gt;&lt;br /&gt;Mayor Ferguson advised that a special session of City Council has been called for 7pm, Wednesday, January 13th, to discuss the continuance (or lack of) of the contract for City Manager Mike Swanson. His contract was due to expire on February 28th and the Mayor advised that it does not appear likely that it will be renewed.  The Mayor was asked whether there would be opportunity for public comments. The Mayor advised that he and the Council desire to end the relationship with Mr. Swanson on a positive note, and that if he allows comments he must allow both positive and negative to be heard. Therefore, he does not intend to allow public comment at this meeting. A neighbor enquired as to what process there was if a special meeting was called on a Monday for Wednesday night, that no public comment would be allowed, and that little information is being disclosed about the issue.  Mayor Ferguson replied that because it was a human resources issue, that care must be taken in how it was handled. He stated that he and Council have authority over three positions in the city – that of City Manager is one of those. Most personnel actions relating to these positions are held in executive session, which is not open to the public.&lt;br /&gt;&lt;br /&gt;A neighbor from Linwood NDA expressed frustration about not hearing about issues in what she considered to be a prompt timeframe. She was advised to ask city staff to add her to their email distribution list. Further discussion ensued about the city’s website and a failure to keep it up to date. The mayor explained that some of this is due to workload for the city’s IT staff and lack of financial resources to hire additional help. She reported that new Officer Eric Sharron has begun work and another two new officers Eric Gunderson and Zane Odom are in training. A grant to provide funding to combat gang activities will provide time for the SRO and two other officers to work on intelligence gathering and action in schools. She reported that because of the department’s pro-active stance on gang activity, most of it has been chased out. A query by a neighbor about the number of sex offender registrations that appear in the police log in the paper was advised that many offenders register in Milwaukie because it is easy to do there, but that they do not necessarily live inside the city. There are websites available to track the actual living location of sex offenders. &lt;br /&gt;&lt;br /&gt;Clackamas County FD #1  did not attend. Action: Mary Weaver&lt;br /&gt;&lt;br /&gt;Census 2010:  Pam Wheldon, who works for the Census’ Partnership Program, distributed information about the census, and explained that they would like our association to become a partner in helping the US Census Bureau get out information about how to respond to it, and where to get help or questions answered. Paperwork will be reviewed, but it was felt that we could put information about the census on our website and also distribute it at meetings. The Census bureau is looking for an office in the Milwaukie area in which to locate an assistance office. The paper questionnaire for the census will be mailed out in late March, with a due date of April 1st. Those who do not return their census will receive a visit from the census staff. Some fraudulent activity has occurred and people are reminded never to give out their social security number, bank information or other confidential information to anyone purporting to be with the Census.&lt;br /&gt;&lt;br /&gt;USS Ranger Support:  A veterans organization is trying to bring the USS Ranger to the Portland area to be used as a monument/museum. They have asked organizations like ours to write letters of support. It was agreed by vote (proposed by Darlene Albertson, seconded by Linda hedges) that we would write a letter of support, as this will bring jobs and an additional tourist attraction to the city.                                            Action: Linda Hedges&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;City Snow Plan:  The City has posted on its front page of its website the routes that snowplows will cover during a snow event. Neighbors were reminded that they will not plow local streets, only the main streets. Lengthy discussion ensued over whether there was a way to make sure that elderly and disabled who need help during winter emergencies have a way to get help. The Milwaukie Senior Center will be called to see if there they have a plan that we could publicize that does this work.                     Action: Linda Hedges&lt;br /&gt;&lt;br /&gt;Water Bills: Last month a question about the way water bills are calculated was raised, and Mr. Aschenbrenner was to discuss this with the City’s Finance Director. Mr. Palacios has resigned and left the city. Mr. Aschenbrenner has spoken with JoAnne Herrigal, the City’s Community Services Director, about this issue. City staff are writing a pamphlet that will explain the billing process, but it is not yet ready. A neighbor spoke about her concern over a disparity in sewer rates and the apparent inability to get a clear answer about the water and sewer bill or an adjustment where she could prove less usage after the annual rate for her household was set. Several neighbors did express an interest and concern over this issue. Some would like to go to a monthly meter reading and billing based on monthly usage.  It was decided to place this item on February’s agenda and to try to get more information by then.      Action: David Aschenbrenner&lt;br /&gt;&lt;br /&gt;Grants:&lt;br /&gt;Milwaukie HS Senior Grad Party 2010  John Ellis represented the Grad Party and requested a donation again this year. He said that the budget has been cut by about 30% in recognition of how the economy is this year. The cost per student is about $100, but if they help do fundraising, they end up paying about $30 each. Fundraising includes concessions at school sports events and the fireworks stand near Albertson’s.  Donations are vital to provide adequate funding. Donations could also include prizes as well as money.  The actual donation is one that our association has committed to on an annual basis. A proposal and vote will be made at January’s meeting. Mr. Ellis advised that he is doing the paperwork for the city-wide grant request.&lt;br /&gt;  &lt;br /&gt;Milwaukie Daze: An email request was received from one of the organizers of this event. Mr. Aschenbrenner explained that Celebrate Milwaukie Inc. (the non-profit foundation that runs the Farmers Market) has agreed to hire an events coordinator to organize the event this year, so at this time it is not known how much, if any, money the NDAs will be requested to donate.  He asked that we wait until later in the spring to further discuss this grant request. Motion by David Aschenbrenner, seconded by Pat Rolison.&lt;br /&gt;&lt;br /&gt;Treasurer’s Report:  David Aschenbrenner provided a written report on the accounts and said he is getting together all documentation and assuring everything is in order. Mr. Aschenbrenner was asked whether all the accounting was done for the National Night Out event. Sarah Smith reported that a check was written to Dave Mills for the hot dogs and bbq costs, and that appeared to be all the costs outstanding for that project. The cancelled check will provide receipt for that cost. . The current account stands at about $10,000, with all grants paid and with an additional $389 in the administrative fund, $5331 in the Homewood Park fund and $500 in a fund for signage at Homewood Park. A motion was made by David Aschenbrenner to move $73.01 held in a Minthorn Park fund to the administrative fund. The motion was seconded by Sarah Smith and passed.&lt;br /&gt;&lt;br /&gt;Police Report: Officer Truong distributed stats for the past month for our neighborhood. Larceny was up overall in the city but our neighborhood is still a low crime area, i.e., we had 2 larcenies and 6 burglaries during October. Officer Truong also explained how officers respond to certain kinds of calls. He reported that two new officers had been hired, Eric Sharron and Eric Gunderson, and that Officer Dan Cloyes has been assigned as School Resources Officer. &lt;br /&gt;&lt;br /&gt;Clackamas County FD #1  did not attend.  Their latest newsletter is available on: http://www.clackamasfire.com/documents/communitynewsletters/ and monthly in the NDA’s email at info@hectorcampbellnda.org.&lt;br /&gt;&lt;br /&gt;Projects Update:&lt;br /&gt;Neighborhood Food Fight  The food drive was cancelled due to low response for staffing support, but neighbors were encouraged to find barrels in banks and local stores to still support the Oregon Food Bank.&lt;br /&gt;&lt;br /&gt;School Alleyways:  Mary Weaver has discussed the issue of deteriorating fencing along pathways leading to Hector Campbell School with Principal Long, Code Compliance Officer Sayers and with an official at No. Clackamas SD. It appears to be that property owners are responsible for maintaining their properties along the alleyways, but that there is no ordinance to compel that fencing should be repaired if they are in an unsafe state. Mary will continue to follow this issue up with both the school district and code compliance. Linda Hedges advised that there is also a real issue with dog excrement all over the playground. The poor signage regarding prohibition of dogs on the school grounds may be part of the problem. This will be raised with the School District.   Action: Mary Weaver&lt;br /&gt;&lt;br /&gt;Transportation Safety Projects:  Linda Hedges has completed and submitted to City Engineering the required paperwork requesting funding for three different projects in our neighborhood: a) Stop signs at 44th and Jackson; b) Children playing signs on Home Avenue near Homewood Park; and c) a pathway on the east side of Home Avenue from Guido Bocci to Hunter Court. &lt;br /&gt;&lt;br /&gt;Grants:  The agenda item regarding funding for the Umbrella Parade was cancelled since Celebrate Milwaukie Inc. has offered to support this event this year. Milwaukie Daze will require funding and this will be a grant funding item on the December agenda, once an official request has been made at the November NDA Leadership Team meeting.&lt;br /&gt;&lt;br /&gt;Parks Report:  Sarah Smith reported that she has a meeting at the end of the month with the Natural Areas Resource Technician at North Clackamas Parks and Recreation and will discuss how they might be able to assist us in maintaining the natural areas of Homewood Park.&lt;br /&gt;&lt;br /&gt;Public Safety Advisory Committee Report: &lt;br /&gt;Mary Weaver reported that the Ukrainian Church on Stanley is planning a fall festival on November 21st. The police department will be assuring that parking issues do not arise again as they did when the church’s dedication occurred. The church has invited the public to attend.&lt;br /&gt;&lt;br /&gt;The question was raised about whether LoCom (the 911 dispatch unit) can trace where cell phone calls are being generated from, as a safety issue. Officer Truong advised that LoCom can identify them to within a very close proximity. New cell phones have better GPS chips that allow a closer pinpointing of the caller. Mary Weaver felt it should be something the public is aware of since so many people have given up their landlines and use their cell phones for every call. Officer Truong noted that your location should be the first thing a caller gives to the 911 dispatcher when calling for help.&lt;br /&gt;&lt;br /&gt;Linda Hedges asked whether PSAC could more thoroughly investigate whether there is a plan that can be made public for an emergency refuge for the neighborhoods. Darrin Smith noted that the communication system that provides phone calls to those who have previously registered is the best way for the city to let citizens know when something has happened and what action to take. It is still unclear who is supposed to take what action in the case of emergencies: the County, the American Red Cross, or the city. Referred to PSAC.                     Action: Mary Weaver, David Hedges&lt;br /&gt;Information: &lt;br /&gt;Mary Weaver raised the issue of what information is available on our water bill and how to interpret it. One neighbor asked if historic information could be listed in order to better compare usage from one year to the next (this has already been raised with the Finance Director who will try to do so if it can be done without adding cost to issuing the water bills). David Aschenbrenner will pursue this with the Finance Director.  Action: David Aschenbrenner&lt;br /&gt;&lt;br /&gt;The on-going sewer negotiations between the City of Milwaukie and Clackamas County were discussed. The City has asked for citizens and groups to contact the County to let them know of our concern over their proposed price hike. A letter to the County will be drafted to distribute to other NDA chairs in regard to this issue. Whether or not they co-sign, we will send a letter to the County reiterating our support for the City of Milwaukie’s Manager, Mayor and Council over their position on this matter.    Action: Linda Hedges, Mary Weaver&lt;br /&gt;&lt;br /&gt;A neighbor has asked Mary Weaver to investigate when the city cleans the streets, as she feels that they have not done it enough on her street. This was discussed, and Mary Weaver will discuss it further with Public Works as to what policies and priorities the city has, and what it expects neighbors to do regarding leaves and street cleanliness. More discussion was postponed until the Treasurer can attend a meeting.&lt;br /&gt;&lt;br /&gt;Projects Update: &lt;br /&gt;Railroad Avenue School Zone: There are new signs showing a walking pedestrian at either end of the former school zone. ODOT has been requested by city staff to change the speed zone on Railroad Avenue to 30mph for its entire length. A traffic usage study will likely determine the actual final speed limit.&lt;br /&gt;&lt;br /&gt;Parks Report:  Sarah Smith was not in attendance to make a report. Mary Weaver reported that the Nature Resources specialist at North Clackamas Parks and Recreation had contacted her to see if there were ways they could help us at Homewood Park.  He was referred to Sarah Smith for further discussion.&lt;br /&gt;&lt;br /&gt;Citizens Utility Advisory Board Report:   Beth Kelland reported on the on-going wastewater treatment issue between Clackamas County Sewer District #1 and the City of Milwaukie. Milwaukie citizens should know that the city staff and council have been working extremely hard to protect the city’s ratepayers from exploitation by the county and CCSD#1. The letter Clackamas County Commission Board Chair Lynn Petersen sent out earlier to Milwaukie’s citizens implies that the city has been unreasonable in requiring appropriate documentation to be presented prior to work being carried out at the Kellogg Plant, and that the rate the CCSD#1 wants to charge is based on fair calculation. However, Mrs. Kelland explained how this rate was arrived at, which requires city users to pay for east county development, and the actions that the county is trying to take to force the city to accept work at the Kellogg plant but work designed to increase user capacity. This does not work toward the city’s goal to close the Kellogg plant within the next 20 years. More information about this issue can be found on the city’s website under “Presentation Outlines Sewer Rate and Kellogg Treatment Plant Negotiations” on &lt;a href="http://www.cityofmilwaukie.org/"&gt;http://www.cityofmilwaukie.org/&lt;/a&gt;.&lt;br /&gt;&lt;br /&gt;Public Safety Advisory Committee Report:&lt;br /&gt; Transportation Safety projects  Last year’s proposal to install a sidewalk along a portion of Home Avenue near Hunter Court and Guido Bocci Court was considered by City Engineering to be too expensive for this funding.  Neighbors do not feel it is necessary for it to be a sidewalk; an asphalt or gravel path would be sufficient. &lt;br /&gt;&lt;br /&gt;There was also a request for stop signage at 44th and Jackson Streets. These two proposals will be brought to PSAC for consideration.&lt;br /&gt;&lt;br /&gt;The Milwaukie Public Safety Foundation spent $1050 to purchase body armor for Jag the K-9 dog.&lt;br /&gt;&lt;br /&gt;Police Report: Officer Truong reported that there have been a few false alarms at the school, and a fight between two young women, small numbers of theft from vehicles and very little other crime in our neighborhood.  The arrest of a young man with a gun at the high school was a person from out of state with no affiliation to the school, and the gun he had was a modified pellet gun that looked exactly like a regular gun. Chief Jordan spoke about this incident and said that State Rep. Carolyn Tomei had spoken with him about information relating to the use of pellet guns in criminal ways because she is considering drafting legislation designed to limit the use of pellet guns in this state. Chief Jordan also spoke about the effects of the recent Appellate Court ruling on the “implied consent” law for drunk driving and how it could affect the enforcement against drunk driving in the state.&lt;br /&gt;&lt;br /&gt;Officer Truong asked that if you see graffiti to call the police department on its’ non-emergency phone number (503-786-7400) to report it so it can be photographed and documented before it is cleaned up. Code Compliance may be in a position to make referrals to organizations that can assist with cleanup.&lt;br /&gt;&lt;br /&gt;Chief Jordan responded to a query about whether there will be sufficient officers to cover the light rail platform area by describing the increase in the number of officers by Tri-Met, our participation in the Tri-met staffing (currently 3 officers for transit policing) and his cooperation with other police chiefs with jurisdictions along the light rail lines to share information and strategy.&lt;br /&gt;&lt;br /&gt;The department will be going from 12 hour shifts to 4 – 10 hour shifts per week in January. He will need to make sure that this scheduling pattern does not result in increased overtime costs.&lt;br /&gt;&lt;br /&gt;The Chief also reported that he still hopes to acquire another K-9 officer and dog in the future, with training in drug-sniffing, but another dog trained for search and rescue may also be valuable.&lt;br /&gt;&lt;br /&gt;Clackamas County FD #1  did not attend. Photos of the design were available for viewing, along with photos of suggested platform design (the group proposed a traditional design with historical references), stormwater drainage planting, platform art and barrier designs.&lt;br /&gt;&lt;br /&gt;Neighborhood Food Fight        Non-perishable food can be brought to November 9th’s NDA meeting. He handles a K-9 bomb dog and often assists other departments. He distributed crime stats for the month of August. The Photo Radar Van and insurance for Jag the Police Dog were discussed but Officer Wells did not have current information about those areas. If we do it again next year some things might need to be changed, but it was agreed it was successful in bringing people together who did not usually attend the meetings.&lt;br /&gt;&lt;br /&gt;Neighborhood Food Fight        There will be another event this year to gather food for the Oregon Food Bank while providing information to people about the Neighborhood Associations. Linda Hedges is chairing the project. Tentatively it will be held on Saturday, November 14th, from 8am to 5pm at Albertson’s. Safeway has declined to participate this year.  Non-perishable food brought to November’s meeting will be collected and included. More information will be available in October.&lt;br /&gt;&lt;br /&gt;South Ardenwald Development   David Aschenbrenner reported that this project has died due to lack of interest within the Ardenwald neighborhood. It had been proposed that the development of a master plan for the area around Providence Milwaukie Hospital and Hillside Park would aid the county in future development for affordable housing and other amenities and would provide the local neighborhood a voice in the direction of the development. However, no further work will be done on it unless there is more interest.  There is still on-going discussion at the county level over the density of housing units that would be replaced at Hillside Park. It is currently zoned R3, which is higher than other neighborhoods.&lt;br /&gt;&lt;br /&gt;Parks Report:  Sarah Smith was not in attendance to make a report.&lt;br /&gt;Mr. Aschenbrenner was asked about the status of park signage for Triangle Park (37th and Monroe). He said there are some hoops to jump through with the city regarding signing and that has not yet been done.&lt;br /&gt;Linda Hedges asked who is responsible for replacement of trail boundary boards, and Mr. Aschenbrenner stated he thought that the city parks department was taking care of that.&lt;br /&gt;Public Safety Advisory Committee Report:&lt;br /&gt;&lt;br /&gt;CERT Training Mary Weaver reported that CERT (Citizen Emergency Response Team) training will take place again on Saturday, October 10th.  Those interested should contact Beth Ragel at Community Services at City Hall. The training is free, but if you sign up you must attend as the trainers have to be paid for by CCFD#1.&lt;br /&gt;&lt;br /&gt;Door Hanger Survey  David Hedges and Mary Weaver reported on the on-going investigation by PSAC into whether or not citizens and businesses prefer to maintain the current ordinance against any door hangers, or to have an ordinance similar to Troutdale’s which makes it possible to use door hangers unless a homeowner opts out by placing a sign on their property, and makes infractions a Class A misdemeanor punishable with large fines. PSAC will report back to the City Council once they have finalized their investigation.&lt;br /&gt;&lt;br /&gt;Safe Routes to School is a grant-funded program that helps make improvements to give better safety and security to children along the route to school. These improvements might include bike racks, sidewalks, signage or other projects. So far none have been applied for within Milwaukie. It is a federally and state-funded project.  If anyone has an interest in a particular project they should contact PSAC.&lt;br /&gt;&lt;br /&gt;Transportation Safety projects  It is time for neighborhoods to propose projects that might be funded by the city under this program. It is unclear whether or not there is funding for it this year, but neighborhoods should still make proposals. Last year’s proposal to install a sidewalk along a portion of Home Avenue near Hunter Court and Guido Bocci Court was considered by City Engineering to be too expensive for this funding.  Further discussion about the safety of walking or bicycling along the length of Home Avenue from Railroad Avenue up to King Road ensued. Linda Hedges suggested we might consider proposing a long-term plan of improvement for Home Avenue that uses Sustainable Street Design, including traffic-calming measures such as plant islands, narrowed lanes with curbs and bioswales, and roundabouts. No action to be taken at this time.&lt;br /&gt;&lt;br /&gt;There was a discussion regarding the right-of-ways and responsibilities for maintenance of them between 48th Avenue and Campbell school grounds. Some broken fencing and shrub overhang is making it dangerous for children to walk through them. Mary Weaver will contact the principal, Curtis Long, to discuss what if anything can be done about it. Code Enforcement Officer says it is not the city’s responsibility.                                                                                                          Action: Mary Weaver&lt;br /&gt;&lt;br /&gt;The Milwaukie Public Safety Foundation is purchasing body armour for Jag the K-9 dog.&lt;br /&gt;&lt;br /&gt;Election of Vice Chair           Vice Chairman Jeff Loudon has resigned due to personal reasons. It was proposed and unanimously agreed that we will not refill the position at this time.&lt;br /&gt;Information:&lt;br /&gt;The Treasurer reported that we are in good shape with our budget at this time.&lt;br /&gt;The Milwaukie Poetry Series is in its’ third season. It meets at 7pm at Ledding Library Pond House once monthly from September 9th to June 9th.&lt;br /&gt;Milwaukie Light Rail Station Design meeting is scheduled for Monday October 5th 6:30-8:30pm at Bridge City Community Church. It’s very important to attend this meeting.&lt;br /&gt;The church building on 40th and Llewellyn has been purchased by a Romanian church community, who are fixing it up to use for services.&lt;br /&gt;A new Hawaiian restaurant called Ohana has replaced Hartwell’s and Latitude on north Main Street.&lt;br /&gt;Milwaukie Historical Museum has a need for volunteers and will also be undergoing some repairs to the exterior stairway.&lt;br /&gt;New Century Players has begun a new season. The Berkman House, where their administration offices is located next to the Milwaukie Museum, will be getting a new roof. They generally hold their plays at Putnam HS but will be encouraged to investigate holding some at the newly-renovated Milwaukie HS Auditorium.&lt;br /&gt;The railroad has been replacing ties and repacking gravel along the crossings between Harrison and Harmony Road. Some closures have occurred over the week-end.&lt;br /&gt;Updating of the NDA’s website needs to be discussed. We enjoyed hot dogs, chips, and potluck salads and desserts.&lt;br /&gt;Councilors Deborah Barnes and Greg Chaimov also attended, as did Pat Duval, our NDA’s city staff liaison.&lt;br /&gt;Notes about National Night Out and the Neighborhood Association were distributed, and a survey regarding door hangers was completed by many who attended. Bischoff seconded that the previous meeting’s minutes should be approved as written. The motion carried unanimously.&lt;br /&gt;&lt;strong&gt;Police Report&lt;/strong&gt;: Officer Crystal Squires, one of the department’s newest officers, introduced herself and said that there are 2 other new officers going through training at the moment. She said that Jag the K-9 officer, and Officer Huston have completed training and that Jag has already begun to perform well.&lt;br /&gt;&lt;strong&gt;Clackamas County FD&lt;/strong&gt; #1  did not attend.  Their latest newsletter is available here: &lt;a href="http://www.clackamasfire.com/documents/communitynewsletters/200904.pdf"&gt;http://www.clackamasfire.com/documents/communitynewsletters/200904.pdf&lt;/a&gt;  and monthly in the NDA’s email at info@hectorcampbellnda.org.&lt;br /&gt;&lt;strong&gt;Projects Update&lt;/strong&gt;:&lt;br /&gt;&lt;strong&gt;Railroad Avenue School Zone&lt;/strong&gt;:   Mary Weaver reported that Gary Parkin, the City Engineer, had replied to our letter that the request for a change to a lower speed limit on Railroad Avenue has been requested of Oregon Department of Transportation, and that the school zone signs will come down before school begins in September, and will be replaced with some other warning signs. The lights on Monroe at Garrett may or may not be moved to Home and Park; this action is waiting funding for implementation of new technology for the lighting system, as the current system is obsolete.                  &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;First Aid/CPR&lt;/strong&gt;  The idea for the PTA to sponsor a pediatric First Aid/CPR class in the neighborhood was tabled since Mr. Agoun was not there to report. (This will not be raised again unless the PTA does so).&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;National Night Out – August Meeting&lt;/strong&gt;    Jeff Louden reported on the tasks completed to date, and broke down the potential budget costs, which fit within the $500 voted for the project.  Jeff will continue to contact suppliers and local businesses.  Neighbors were requested to bring potluck (preferably commercially prepared) food to the event, which will be from 6-8pm at Homewood Park. Hot dogs and chips will be supplied.  Neighbors should bring their own non-alcoholic beverages and folding chairs.&lt;br /&gt;Further information will be in the Pilot article for August and on the NDA’s website.&lt;br /&gt;Action: Jeff Louden, Mary Weaver&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Grants&lt;/strong&gt;:  Milwaukie Pioneer Cemetery: The $100 that we had donated to a memorial headstone fund for Madalaine Bohl at Milwaukie Pioneer Cemetery was in excess of their requirements. Following discussion, a motion was made by David Aschenbrenner, seconded by W. Bischoff, to contribute an additional $100 from the administrative fund to purchase a lifetime membership for the NDA at the Milwaukie Pioneer Cemetery. The motion carried unanimously. It was also suggested that the Chairperson write to Mrs. Macken-Hambright, the Board Chair at MPC, to suggest that they prepare a city-wide grant request and bring it to all NDA’s for their support for the cemetery so that sufficient funds can be found to do expensive excavation and headstone restoration work. Action: Mary Weaver&lt;br /&gt;&lt;strong&gt;Parks Report&lt;/strong&gt;:  Sarah Smith reported that the irrigation system has been watering the lawns and appears to be doing well for the plants and grass. She had a work party with a group from Grace Pointe Church on June 28th, which was for a service work day. There needs to be another work party soon to continue to pull ivy and blackberries and to continue staining the fencing along the trail. The broken boards on the trail have been repaired by the parks department. Many young families continue to use the play area, and there has been little problem with unwanted behavior in the park.&lt;br /&gt;A neighbor queried whether or not Milwaukie has a youth center, where teenagers who otherwise might hang around in the park, could go to have fun and do social activities.  There is no current such center, although discussion has been made from time to time. Some local church groups may run their own activities, but the closest is Sellwood’s Boys and Girl’s Club. It was agreed that there certainly does need to be somewhere that teens can go to have fun without getting into trouble.&lt;br /&gt;&lt;strong&gt;Public Safety Advisory Committee Report&lt;/strong&gt;: Mary Weaver reported that there was a new Chairman for the PSAC – David Hedges. She said that the minutes for the previous meeting had not yet been distributed.  During Milwaukie Daze there will be a 9K race for the K-9 fund organized by the Milwaukie Public Safety Foundation and members of PSAC that involves walking the parade route and then continuing the remaining length of the 9K.  Dogs can bring their owner.  Sponsors are requested and those entering the race will receive a bandana and doggy patch (for the dog) and t-shirts for the human participants.  There is a registration fee. Jeff Louden, Linda Hedges and Mary Anne Richardson attended from our neighborhood.  The training is to prepare citizens to aid themselves, their families and neighbors in the event of a disastrous incident. A list of suggested supplies and actions was distributed so that neighbors can prepare emergency kits for themselves.  It was reported that as this was a very introductory training, a suggestion for additional and continual training should occur, and an organizational infrastructure should be created so that there is sufficient training and supplies and intra-agency cooperation with the Red Cross, the city’s emergency management team, and others, so there would not be confusion at the time of an event. Linda Hedges will write to CCFD#1, who does the training, to suggest that this occur and offer our support.&lt;br /&gt;Action: Linda Hedges&lt;br /&gt;&lt;strong&gt;.Information&lt;/strong&gt;:&lt;br /&gt;Sarah Smith asked if we intended to participate as a neighborhood organization in the Milwaukie Daze Parade, but it was decided at the last meeting that we did not intend to have an entry this year.&lt;br /&gt;A neighbor had asked whether it was possible to have historical usage data printed on our water bills.  Chairman Weaver has discussed this with City Finance Director Ignacio Palacios, who stated he had not previously thought about this, and that it would add a cost to printing the water bills which was not currently in the budget.  Chairman Weaver will recontact him to let him know that this data would be seen as a benefit by neighbors and to ask him to consider it for next year.         Action: Mary Weaver&lt;br /&gt;Chairman Weaver has prepared a form for project planning and summary for any projects that we do. This form will assure that all appropriate and necessary permits and notifications are done, and will provide an important record if the project is done another time.&lt;br /&gt;The Mayor and Council will be considering in work session a request by a business owner to consider rescinding the ordinance prohibiting door hangers.  The Chair will write to the Mayor and Council reiterating our opposition to the use of door hangers within the city.
